Frequently asked questions

What people ask us most about the DeCA

Not sure whether it applies to you? Use the checker (in Spanish) or request a free assessment (in Spanish).

What is the DeCA?

The DeCA (Documento Electrónico de Control Administrativo) is Spain’s electronic transport control document, used to document certain public road transport services. It replaces the traditional administrative document with a digitally generated file.

When does it become mandatory?

The digital format becomes mandatory on 5 October 2026, both for the goods control document (documento de control) and for the passenger route sheet (hoja de ruta).

Which companies does it affect?

It affects companies that are required to carry the goods control document or the passenger route sheet under road transport regulations. Some services and situations are exempt, so each specific activity should be reviewed.

Can I keep carrying the document on paper?

The original document must be digital. However, the driver may carry a printed copy of the DeCA as long as it includes the QR code that gives access to the electronic file.

Does the DeCA have to be signed?

A signature is not required for the DeCA to be administratively valid. If the document is also used for contractual purposes and must be signed, the appropriate type of electronic signature will need to be applied.

When must it be generated?

It must be generated as soon as the necessary details are known, and always before the service actually starts.

What happens if any details change during the journey?

The document can be updated, keeping the previous details and the reason for the change, or a new PDF can be generated while keeping the original document to ensure traceability.

How long must it be kept?

Documents must be kept for at least one year. The seven-day period set out in the regulations refers only to the option of deactivating the public URL once the service has ended, not to deleting the document.

Can a consignment note be used as a DeCA?

Yes, as long as it contains all the mandatory details set for the goods control document and expressly identifies the contractual consignor and the actual carrier.

Are ADR, waste or SANDACH (animal by-products) documents valid?

They can be used as the format to fulfil the DeCA’s function when they include all the details required for the carriage of goods. They must also comply with their own sector-specific regulations.

Does the DeCA apply to international transport?

The regulations cover domestic transport and cabotage operations carried out in Spain. International transport uses the documentation set out in the conventions and rules that apply to it.
